Are there cheaper places to have quality cosmetic surgery in East Europe?

I live in Uk. Recommendations recommended!!
Cheaper? YES!
Better ? Maybe not, depending upon the individual surgeon and the medical treatment facility and the costs associated with necessary travel, lodging, and incidental costs.
